Space Weapons Spending in FY 06 Presidential Request

In the absence of a clear national policy on the use of weapons in outer space, the administration of President George W. Bush is funding research and development projects that will create "facts in orbit." These facts – the development and testing of space weapons – will drive U.S. policy towards an untested and risky strategy and preclude the necessary debate in Congress and the American public. Unfortunately, the spending on such technologies is opaque: hidden in catch-all and dual-use research and development pots within U.S. Air Force, Missile Defense Agency, and Defense Advanced Research Projects Agency budgets. This overview attempts to highlight budget initiatives of concern in the Defense Department's Fiscal Year 2006 budget request. A more detailed analysis will follow the release of more specific budgetary tables from the Pentagon.
