Russia-Belarus-China draft resolution on ABM Treaty

UNITED NATIONS, October 12 (Itar-Tass) - The Russian Federation, jointly with the Belarus Republic and China, has submitted for the consideration of the 56th session of the U.N. General Assembly a draft resolution on the perpetuation and observance of the 1972 ABM Treaty. "In doing this, we are guided by the need to further pool the efforts of the international community to prevent the existing system of treaties and agreements on the limitation of armaments and disarmament from being undermined," Russian Deputy Foreign Minister Sergei Ordzhonikidze told the First Committee of the U.N. General Assembly.

In the opinion of the Russian side, the ABM Treaty "has always been and still is a system-forming pivot of strategic stability," he added. "Our positive programme in the field of international security is simple and understandable -- durable peace and genuine disarmament can be achieved only by means of joint efforts and real contribution of every nation to the common system of strategic stability," the Russian diplomat said.

On September 11 it became clear whence the real challenge to security is coming, when mankind was confronted by "an unprecedented, truly brutal act of aggression on the part of international terrorism", Ordzhonikidze noted. Today, the efforts of all the civilised states should be focused on
>the fight against terrorism, the diplomat stated. In his opinion, it is particularly important now to prevent terrorists from getting mass destruction weapons.

Therefore, all the states must act jointly, "without scrapping, but observing and developing the existing agreements, which guarantee global law and order," Ordzhonikidze stressed.
