Re: enclosed letter to Head of Planning Services, Harrogate Borough Council:
As you are aware, in connection with every development at Menwith Hill, we submit representations to the Harrogate Planning Department.
I should like to make application to visit the site of the Community Conference Centre, to the east of the Building 47 Car Park, at the junction of Nessfield Road and
Main Street. The visit would be in accordance with the provisions of part 4, byelaw 3(1), of the RAF Menwith Hill Byelaws, Statutory Instrument 105 1996:
LAWFUL USERS
United States Federal Government employees.
United States Federal Government contractors.
Armed forces personnel on temporary duty and in possession of a current authority issued by the Ministry of Defence Police, RAF Menwith Hill.
Any other person in possession of a written permission or invitation and who have registered their particulars in accordance with the requirements of the Ministry of
Defence Police, RAF Menwith Hill.
I can give you my assurance that the visit is to ascertain the evidence as stated in the accompanying letter and for no other purpose. I would expect to be escorted by
one of your Police Officers (or driven to the site in a police vehicle). The visit should take less than five minutes of your Officer's time. The site is not in the
Secure Area and would not compromise the security of Menwith Hill's Operations.
In respect of the existence or otherwise of this development, I regret that I cannot accept the testimony of one of your Officers, as this would constitute hearsay
evidence, which would be unacceptable for use in the case I wish to pursue. I am also not confident that a visit by one of Harrogate Borough Council Planning Officers
would be satisfactory, as their failure to respond to similar representations in the past, and ignorance of unauthorised developments at the base, will form part of the
complaint.
I should be most grateful, therefore, if you could despatch a Visitors Application Form, by return of post, in the enclosed stamped, addressed envelope.
