Appeal against decision to offer no objections: On December 13th 2001 I wrote to the Harrogate Planning Department pointing out that the information in the file which I had inspected was incorrect, to which I received a response that my representation would be considered when the decision was made. The radome specification is over 40 ft bigger than that depicted in the accompanying map and pictorial views. The information that the size of the radome would be 22 metres was given to the press by the Council's officers. This will in fact be the size of the receiving antenna which will be encased in a radome of diameter 100 ft standing on a 13 ft 4 inch ringwall. My representation was NOT considered when the decision was made. The provisions of DoE Circular 18/84 under which the plans are considered by the Council, are supposed to be for the safeguard of the public, not the convenience of the applicant. They are not supposed to permit inaccurate information to be disseminated. If that were the case, then what would be the point of informing the Council? In the reply I received from the Harrogate Planning Department I was advised to send representation direct to the applicant. I was then given the address of the Ministry of Defence Lands Service (North). I beg to inform you that the MoD Land Agent is NOT the applicant. The application is by the United States' National Security Agency. The use of the UK MoD as a conduit for the application is a contrivance whereby the fiction that Menwith Hill is a Royal Airforce Base is maintained. This is to make the presence and expansion of the base acceptable to the public. If your department continues to countenance such, when you are fully aware that the developments are not for the Royal Airforce, then you are colluding with a deceit. I believe that the public has been misinformed both about the size of the structure, which is significantly bigger than your department states and the actual applicant. I therefore appeal against your decision and ask that the plans be withdrawn and resubmitted. Yours sincerely,
